Do I need a principle contractor?

If the project is notifiable you do need a principle contractor.

What licence is needed to carry out minor works on the public highway?

The first licence needed is a Section 171 Licence, but additional licences may be required depending on the nature of the works.

How many occupations can there be on site before the Section 278 works are completed?

This depends on the Section 278 agreement in question. The norm is between seven and ten, but in some cases it may be as low as zero.

Who is responsible for Traffic Management?

The Principle Contractor, although they may choose to sub-contract the Traffic Management to a qualified Traffic Management company.
